EC PUBLIC CONSULTATION: SHAPING THE FUTURE OF EU NEIGHBOURHOOD POLICY

 

The European Commission currently has two open public consultations on EU Neighbourhood Policy. Citizens, representatives of public authorities, non-governmental organisations, academics, development agencies, think tanks, consultancies, private sector organisations and development banks now have the chance to voice their opinion.

 

 

1. Public Consultation for the Thematic Evaluations of the EU’ Support to Economic Governance and to Competitiveness in Enlargement and Neighbourhood Countries

Period for consultation: 1 February 2017 to 28 April 2017

Objective of the consultation
This public consultation is designed to support the thematic evaluation of the EU’s support to Economic Governance in Enlargement and Neighbourhood Countries.The open public consultation has therefore a dual role: it will inform both the assessment of the performance of EU’s support to economic governance and the design of the pursuit of this support. It comprises several questions focusing more specifically on competitiveness that will also inform the ongoing evaluation on the support to SME competitiveness in enlargement and neighbourhood countries.

2. Public Consultation on the External Financing Instruments of the European Union

Period of consultation: 7 February 2017 to 3 May 2017

Objective of the consultation
The Multiannual Financial Framework (MFF) of the European Union lays down the maximum annual amounts which the EU may spend in different political fields over a certain period. The current MFF covers the period 2014 to 2020.
The External Funding Instruments (EFI) cover all financial external actions of the EU and encompass the following: Development Cooperation Instrument; European Instrument for Democracy and Human Rights; European Neighbourhood Instrument; the Greenland Decision; Instrument contributing to Stability and Peace; Instrument for Nuclear Safety Co-operation; Instrument for Pre-accession Assistance
the Overseas Countries and Territories Decision; Partnership Instrument for cooperation with third countries and the Common Implementing Regulation which lays down the rules applied to most of the EFIs.

By 2017, the European Commission has to present a mid-term review of the instruments to the European Parliament and the European Council. For assitance in this task, the European Commission seeks to gather information via the public consultation in order to

  1. gather feedback from the broadest possible range of stakeholders, including those in beneficiary countries and in the EU Member States, on the emerging conclusions from the evaluations.
  2. gather preliminary ideas on the future external financing instruments after the current ones have expired by 31 December 2020.
