CENTRAL EUROPEAN INITIATIVE – CALL FOR PROPOSALS

Public and private institutions registered in a CEI Member State, as well as international and regional organisations, are invited to apply to the CEI Cooperation Fund for innovative actions favouring mobility and networking. Proposals need to focus on capacity building by transferring and sharing know-how, in particular from EU CEI Member States to non-EU CEI Member States.
Potential CEI contribution: up to 15.000 EUR
Mandatory implementation period: 1 January to 31 December 2020

BACID FUND – 2ND CALL FOR PROPOSALS
Deadline: 2 August 2019
Topics: Sustainable Development Goals, institutional capacity building
The overall theme is the contribution to the 17 Sustainable Development Goals integrated in the latest EU policies, as the framework for long-term transformation of the Western Balkan countries. The actions need to be connected to the SDGs, whereby priority is given to SDG 11 (making cities and human settlements inclusive, safe, resilient and sustainable). For reasons of clarity during the evaluation process, it should be specified to which of the 3 topics the action mainly contributes:
- Economic and social development;
- Environmental protection;
- Strong institutions and partnerships.
The following types of activities are eligible for funding:
1) Expert support and mentoring;
2) Workshops, seminars and training;
3) Elaboration of reports, studies, surveys and other documents (e.g. guidance, roadmap, model decision, etc.).
Maximum amount per grant: € 6,000, or in the case of seed-funding € 10,000
Implementation and reporting: October 2019 to March 2020

EUROPE FOR CITIZENS – CALL TOWN TWINNING

Europe for Citizens Twon Twinning supports agenda-setting activities, advocating during the preparation phase and negotiation of policy proposals, providing feed-back on relevant initiatives that are implemented. The strand also covers projects and initiatives that develop opportunities for mutual understanding, intercultural learning solidarity, societal engagement and volunteering at Union level.

EUROPE FOR CITIZENS – CALL NETWORK OF TOWNS

Under the overall aim of bringing the Union closer to citizens the general objectives are:
- to contribute to citizens’ understanding of the Union, its history and diversity;
- to foster European citizenship and to improve conditions for civic and democratic participation at Union level.
In line with the general and specific objectives of the Programme, annual priorities are defined by the European Commission after consultation of the Programme Committee. Applicants are encouraged to develop projects in line with the objectives of the Programme and targeting the annual priorities.

URBAN INNOVATIVE ACTIONS – 5TH CALL FOR PROPOSALS

Urban Innovative Actions (UIA) is an Initiative of the European Union that provides urban areas throughout Europe with resources to test new and unproven solutions to address urban challenges. UIA plans to open its 5th and last planned called for proposal in September 2019.

HORIZON 2020 – GOVERNANCE FOR THE FUTURE

For user-centric digital public services, the proposed action will: support the implementation of the ‘User-centricity principles for design and delivery of digital public services’ laid down in the Tallinn Declaration putting citizens truly at the heart of governments’ digital transformation at cities and regions level;
encourage and recognise cities and regions that are taking policies steps to become more user-centric;
promote capacity building, best practices and experience exchange, solutions reuse, training, awareness raising through a community building approach;
ensure that the mechanism for recognising user-centric cities and regions and the community will become self-sustainable beyond the H2020 funding.

Governance is being transformed by new approaches to delivering public services which allow for the involvement of citizens and various other actors. The challenge is to critically assess and support as needed this transformation based on an open collaboration and innovation platform supported by ICT (‘government as a platform’) and on an open environment and ecosystem with clear frameworks and guidelines for modular services quality (‘government as a service’) in accordance with the EU eGovernment Action Plan 2016-2020 [1] and the European Interoperability Framework Implementation Strategy[2].In addition, how can public-private partnerships, big data and algorithms also reduce 1) the legitimacy of public services, and 2) potential bias in how these services are offered when informed by algorithms and big data.

The arrival of migrants contributes to diversifying the demographic, cultural, linguistic, ethnic and religious makeup of already diverse European cities and suburbs and rural communities. This may represent an opportunity, but also a significant challenge if taking place in an unorderly manner, as occurred in Europe since 2014. The challenge is to provide policy makers at local, regional, national and supra-national level, civil society organizations and other relevant actors with effective, responsive, flexible, context-specific and culture-specific proposals for measures to promote socio-economic integration and inclusion as well as access to rights and services. This includes sustainable and participatory strategies, also with the involvement of citizens, civil society actors, education institutions and the private sector.
