HORIZON 2020 SUPPORTS TRUST IN GOVERNANCE
Trust is a key factor for cooperative societies and sustaibale governance. Yet, according to the Eurobarometer Report on “Designing Europe’s future: Trust in institutions, Globalisation, Support for the euro, opinions about free trade and solidarity”, in the majority of EU countries in the Danube Region, the trust in public institutions remains below EU average. Although a certain degree of distrust may be beneficial for democracies in order to keep a watch-dog function, waning trust in governments and other institutions and in the EU has the potenial to seriously harm democratic institutions. Hence, the EUSDR Action Plan highlights the need “to improve the trust of citizens and stakeholders in political authorities” in order to step up institutional capacities and cooperation in the Danube Region.
Project promoters now have the opportunity to prepare initiatives to enhance trust in governance. Under the pillar “Societal Challenges” of the Horizon 2020 programme, the European Commission funds projects that address the restoring of trust in institutions and democratic processes. The programme aims at increasing the knowledge base on trust, including changed in trust, in order to improve the qualit yof democracy. The measures funded under Horizon 2020 are supposed to support national and EU governance to build trust. The call is currently under preparation and will be opend on 6 November 2018. Applicants have the opportunity to submit their project idea until 14 March 2019.
