The present call for proposals and call for expression of interest has been launched by the Association of European Border Regions (AEBR) in the framework of the b-solutions 2.0. Solving Cross-Border Obstacles initiative with the aim to facilitate cooperation across borders. The call aims to identify 120 cases of legal or administrative obstacles hindering collaboration across national borders.
Call Focus and Objectives:
The call addresses legal and administrative obstacles caused by structural factors, such as legislative incoherence or differing administrative procedures. Its goals is to facilitate border interactions by identifying and resolving these obstacles. More information about the b-solutions 2.0 call can be found here.
Eligible Applicants:
Public bodies at the national, regional, or local level, cross-order entities, and bodies governed by public law, including “public equivalent bodies”, can apply.
Applicants much be located in an EU Member State or neighbouring EFTA or IPA country, sharing at least one land or maritime border with another EU Member State.

Benefits for Selected Cases:
Selected cases will receive technical assistance from legal experts, who will propose solutions to overcome the identified obstacles. Thematic areas covered include institutional cooperation, public services, labour market and education, and the European Green Deal. The expert´s report will provide valuable guidance for local actors in finding solutions.
Expression of Interest for Experts Objectives:
The objective of the expression of interest is to select experts as advisors on identified obstacles and suggest sustainable and replicable solutions.

Raising Awareness and Promoting Solutions:
The evidence collected will raise awareness about cross-border cooperation and support the promotion of solutions at the local, national and European levels, benefiting border regions.
