On the 31st of October 2022, national authorities have the opportunity to request support for their reform plans. The European Commission provides support for national reforms through the Technical Support Instrument (TSI). In doing so, the European Commission offers tailor-made expertise on how to design and implement public administration reforms.
How does the Technical Support Instrument support Member States?
The Technical Support Instrument has a budget of EUR 864 million over seven year. However, the European Commission does not provide direct funding, but rather finances expertise to Member States. Thereby, the technical Support Instrument accompanies public authorities in designing, developing and implementing reforms and covers the cost of the expertise. In many cases, the Member States receive a mix of external support and the Commission’s own expertise. Subsequently, the authorities are responsible to carry out those reforms.
The reforms can cover a wide range of topics. Against this background, the reforms can cover public financial management, data and statistics, labour market, environment, digitalisation, security, healthcare and many more. interested authorities can submit their request until 31 October each year.
