Horizon Europe Open Call: Past, present and future of democracies

The COVID-19 pandemic has not only impacted global health but has also reshaped the dynamics of democracy. With physical constraints and a shift towards digital interaction, E-Democracy and E-Participation have become crucial instruments for preserving and advancing democratic processes.

 

Goals and Challenges:

 

The pandemic has underscored the relevance and importance of digital democracy in the democratic process. Citizens increasingly turn to digital platforms and collaborative tools to express their opinions and actively engage in political discussions. However, this shift poses challenges, including cybersecurity threats, privacy concerns, misinformation, and digital inequalities.

 

Call Objectives:

 

To effectively shape digitally supported democracy, radical changes and substantial investments are necessary. Proposals should be based on existing literature and data, examining recent developments in pandemic-driven innovative solutions for E-Democracy and E-Participation. This includes a historical analysis to understand long-term impacts and international collaboration to exchange best practices.

 

Digital Inclusion:

 

A central focus should be on digital inclusion to ensure all citizens, regardless of background or abilities, can equally participate in the democratic process. Overcoming the digital gap between generations is crucial to ensure a healthy, digitally supported democracy.

 

Recommended Actions:

 

Proposals should not only consider technical aspects such as Gamification and artificial intelligence but also incorporate the perspective of citizens. Collaboration between government, end-users, political actors, and the private sector is crucial to foster comprehensive dialogue, improve legal frameworks, and ensure effective democratic participation.

 

Expected Outcomes:

 

Projects should contribute to a better understanding of digital democracy, providing decision-makers, practitioners, and researchers with essential insights. Government investment decisions should be based on a well-mapped understanding of future trends and a culture of participation to build a thriving, digitally supported public space in Europe.

 

The future of democracy lies in digital innovation. By strategically integrating technologies and inclusive practices, we can create a democratic landscape that is resilient, transparent, and accessible to all. It is time to seize the opportunities presented by the digital era and collaboratively shape a flourishing digital democracy.
